Chief Executive Officer
As President and CEO, William C. Lucia is responsible for setting overall strategic direction for the Company and its operating subsidiaries. He came to HMS from the insurance industry, where he took on a series of successively more senior operational and information technology roles, culminating in senior executive roles at North American Company for Life and Health Insurance and Celtic Insurance.
Mr. Lucia moved to HMS more than twelve years ago to become general manager of our electronic data interchange business. In 2001 he was named President of HMS, Inc., which had just over $20 million in revenues, but, even then, represented the single kernel with more potential for growth than anything else HMS did at the time. Mr. Lucia and the executive team he developed and attracted ushered in a period of very rapid growth for HMS.
Mr. Lucia was named President and COO of HMS Holdings Corp in 2005. Since then, his strategic insight, product knowledge, and inspirational leadership have been key to HMS’s rapid and profitable growth.
Maria Perrin serves as Executive Vice President of Government Services for HMS. In this role, Ms. Perrin has responsibility for ensuring client satisfaction and the effective operation of our State and Federal contracts. Ms. Perrin works closely with our state and federal clients as well as CMS and legislative bodies to enact effective statutory and regulatory requirements that support efficient cost management programs and government-sponsored healthcare program goals.
Prior to joining the Company in 2007, Ms. Perrin was Senior Vice President of Sales, Marketing, and Business Development at Performant Financial Corporation. She developed Performant’s healthcare recovery audit division, and led the business development efforts for several federal and state government clients. Ms. Perrin also led the Contract Administration function, which managed over 30 federal and state government contracts, including contracts with the Department of Education, Department of the Treasury, and several state agencies. She brings to HMS extensive experience in developing and leading strategic growth initiatives in government and commercial markets.
Ms. Perrin has also held senior strategic planning, finance, and operational roles in Fortune 500 companies, including Bestfoods and Nissan Motor Corporation. She is a former adjunct professor for the University of Miami, and has worked with several leading businesses as a marketing consultant. Ms. Perrin received her MBA from the University of Miami and her BA in Economics from the University of California, Los Angeles.

Christina Dragonetti is responsible for sales and service to HMS’s commercial markets, including business development, product expansion, and customer management. Ms. Dragonetti works closely with commercial clients and healthcare industry representatives regarding trends in government-sponsored and private healthcare, opportunities emerging as a result of healthcare reform, and response to federal and state requirements.
Prior to joining HMS, Ms. Dragonetti was Senior Vice President for the Reimbursement Services Group, Inc., and led the delivery of cost management services to a broad array of healthcare providers across the country.
Ms. Dragonetti has more than 20 years of experience within the HMS family of companies, service multiple roles in marketing, corporate strategy, and product development.
Ms. Dragonetti holds a Bachelor’s of Arts from Barnard College.
As Executive Vice President, Operations for HMS, Sean Curtin oversees both our Operations and IT functions. He also oversees our Military Services and IV-D development agendas.
Prior to joining HMS, Mr. Curtin was a Manager at Public Consulting Group's Benefit Solutions Practice Area (BSPA) for nine years. During his tenure at PCG, he was responsible for managing half of their entire business, including our largest client, New York Medicaid. He also built and managed the company’s Child Support and Veterans Administration markets and products.
Mr. Curtin earned his BA from Clark University, and his JD from Oklahoma City University School of Law.

Alexandra Holt serves as Chief Compliance Officer for HMS. In this capacity, she directs the corporate Compliance Program for all HMS operating entities, ensuring adherence to state and federal regulations with regard to privacy, security, and transaction processing. In addition, Ms. Holt is responsible for policy development and implementation, compliance training and communications, auditing, and issue reporting and resolution. Reporting to the Audit and Compliance Committees of the Board of Directors, Ms. Holt also serves as HMS’s Chief Privacy Officer, chairing the internal HMS Corporate Compliance and Security Committees.
Ms. Holt joined the company 25 years ago. She has comprehensive knowledge of federal and state regulatory requirements, MMIS systems, HMS’s proprietary processing applications, HIPAA regulations, and both technical and financial audit control systems. She has served in multiple operational and staff executive roles during her tenure with the Company, most recently directing our corporate Quality Assurance function.
Prior to joining HMS, Ms. Holt was Assistant Director of Admissions for Wells College. She received her BA from Oberlin College, and her MA from Cornell University.

As Chief Security Officer, Mr. Pettigrew is responsible for implementing, managing, and enforcing technical and physical information security directives as mandated by state and federal regulations, clients, Corporate Compliance Committee, and Board of Directors. He provides oversight and management of all the activities related to the maintenance of and compliance with policies, procedures, and standards governing the privacy, confidentiality, and security of all individually identifiable health information in compliance with HIPAA. Mr. Pettigrew chairs the HMS Security Committee and serves as a member of the Corporate Compliance Committee.
Mr. Pettigrew is a Certified Information Systems Security Professional (CISSP) with more than 18 years experience in Information Technology and Information Security. Prior to joining HMS, Mr. Pettigrew served as the Corporate Director of Information Security at Baylor Health Care System, where he was responsible for the development of an information security architecture in compliance with HIPAA. During his career he was lead internal security departments for companies like Baylor Health Care System, American Airlines, and Tandy Corporation. He has also been an security consultant for Ernst & Young and Price Waterhouse.
