Chief Executive Officer
Bill Lucia is chairman, president and CEO of HMS. He was appointed CEO and elected to the board of directors in 2009. In July 2015, Bill was named chairman of the board. From May 2005 to March 2009, Bill served as HMS’ president and chief operating officer.
Under Bill’s leadership, HMS has become a leading healthcare analytics and technology organization, providing payment accuracy and population health management solutions to more than 500 payers and 50 government agencies.
Prior to joining HMS, Bill was a senior vice president of operations and chief information officer for Celtic Life Insurance Company and senior vice president of Insurance Operations for North American Company for Life and Health Insurance.
Outside of HMS, Bill serves on the board of directors for AllyAlign Health and Australia’s Digital Health Cooperative Research Centre, the largest of its kind in the world. In addition, Bill is a fellow of the Life Management Institute program through LOMA, an international association of insurance and financial services companies engaging in research and educational activities to improve operations.
Jeff Sherman serves as Chief Financial Officer and Treasurer for HMS. Additionally, he is responsible for corporate strategy and development, including mergers and acquisitions, and security.
Jeff has more than 25 years of experience in corporate and hospital-based finance, previously serving as executive vice president and CFO of AccentCare, executive vice president and CFO of LifePoint Hospitals Inc., and holding senior finance and risk management positions at Tenet Healthcare Corporation.
Jeff received a bachelor’s degree in finance/accounting from the University of Colorado, Boulder; and an executive master’s degree in business administration from the University of Southern California.
Maria Perrin is Chief Growth Officer for HMS, where she is responsible for the company’s corporate strategy, marketing, government relations, business development, and oversight of the company’s more than 500 contracts with government and commercial healthcare organizations. She has transformed HMS’ brand and furthered its industry impact through numerous thought leadership and innovation initiatives. Maria rejoined HMS in 2019, after co-founding a successful consulting practice that launched dozens of health tech startups and tech companies in emerging sectors. During her first tenure at HMS, as Chief Marketing Officer and EVP over government and commercial markets from 2008 – 2013, HMS revenue grew fivefold and the company successfully entered the federal market, doubled the volume of state contracts, and expanded services to commercial payers.
Prior to HMS, Maria was Senior Vice President, Sales, Marketing, and Business Development for Performant Financial Corp. where she led Performant’s entry into the healthcare market and other sectors. Maria has held financial and operational leadership roles for BestFoods, Nissan and other Fortune 100 companies. She has a BA in Economics from UCLA and an MBA from the University of Miami.
Doug Williams serves as HMS Chief Operating Officer, responsible for leading the company’s business development and product strategy. He has more than 25 years of experience in healthcare information technology, sales, and operations, with a focus in healthcare consulting.
Prior to HMS, Doug served as chief information officer of Aveta (now part of Optum, Inc.), senior vice president of the payer business unit at MedeAnalytics, global healthcare partner for IBM, and healthcare partner at Protiviti, Inc.
Population Health Management
Emmet O’Gara serves as Group President, Population Health Management (PHM), overseeing all aspects of the company’s PHM business development, product innovation, and delivery capabilities. He brings more than 25 years of experience in the healthcare payer, provider, and employer markets.
Emmet joined HMS from Cota, a healthcare data and analytics company, where he served as senior vice president and chief revenue officer. Prior to Cota, he was senior vice president and general manager of Payer and Provider Solutions at MedeAnalytics, a leading healthcare analytics company. During his eight-year tenure, Emmet drove new sales, expanded existing accounts, and accelerated revenue growth. He previously held key leadership roles at Blue Cross Blue Shield of Massachusetts, Accenture, and Cigna Healthcare.
Meredith Bjorck serves as Chief Legal Officer for HMS. Previously, Meredith served as SVP, General Counsel and Corporate Secretary for Tuesday Morning Corporation (NASDAQ:TUES), where she was responsible for establishing the company’s first legal department—named by Texas Lawyer as Legal Department of the Year in 2014.
She played a key leadership role in advising the Board of Directors and CEO through a complex turnaround effort. Before that, Meredith served as Deputy General Counsel, Chief Compliance Officer and Corporate Secretary for CEC Entertainment, Inc. (NYSE: CEC), advising senior leadership on a broad range of corporate matters. During her time at Tuesday Morning and CEC, Meredith was named an Outstanding General Counsel by D CEO magazine and Best Corporate Counsel, Rising Star by Dallas Business Journal.
Prior to her service at CEC, Meredith was in private practice at Vinson & Elkins LLP and Fulbright & Jaworski LLP, where she represented public and private companies in connection with securities offerings and mergers and acquisitions valued in excess of $6 billion. Meredith holds a B.B.A. in Finance from Southern Methodist University and a J.D. with honors from The University of Texas School of Law.
Jacob Sims serves as Chief Technology Officer for HMS, responsible for leading the technology vision, strategy, and execution of HMS’s data science, advanced analytics, and service platform. He brings significant experience leading large-scale healthcare IT organizations and specializes in transformative initiatives and data-centric product cultivation.
Prior to HMS, Jacob served as chief technology officer and interim head of product for WebMD, vice president of development and technology for Premise Health, vice president of technology for Xerox, and co-founder chief technology officer for Credence Health.
Chief Compliance Officer
David Alexander is HMS’ Chief Human Resources and Chief Compliance Officer and reports to the Board of Directors’ Compliance Committee. He directs the corporate compliance program for all of the company’s operating entities, ensuring adherence to state and federal regulations with regard to privacy, security, and transaction processing. David is also responsible for policy development and implementation, compliance training and communications, auditing, and issue reporting and resolution.
Prior to joining HMS, David worked for Alcon Labs Inc. as head of compliance for the US and Canada. During his tenure at Alcon, David supported Alcon’s pharmaceutical and medical device business units, as well as global R&D. David was responsible for establishing, embedding and enforcing policies pertaining to the Federal Anti-Kickback Statute, the Physician Payment Sunshine Act, the PhRMA and AdvaMed Codes, and the Foreign Corrupt Practices Act.
David earned a BA from the University of Texas and a JD from Harvard Law School. After law school, David clerked for the honorable Barbara Lynn of the US District Court for the Northern District of Texas. He also practiced commercial litigation and was a member of Pfizer’s legal division, where he supported Pfizer’s US Primary Care and Oncology Business Units.
Gary Call, M.D., is senior vice president and Chief Medical Officer for HMS. He has a strong collaboration with HMS clients and leads our clinical program development and execution. Dr. Call has more than 25 years of experience in the practice of medicine and managed care. Prior to coming to HMS, he most recently served as the corporate vice president of clinical programs at Molina Healthcare. Dr. Call graduated from the University of Washington School of Medicine and completed his residency training at the University of Utah. He is a board-certified family physician.
